Morocco Mall Rabat Delayed: Bouregreg Project Update

In Rabat, a major project remains suspended on the banks of the Bouregreg. More than ten years after its announcement, the Morocco Mall in Rabat has still not opened its doors, despite being intended to become one of the largest shopping and leisure centers in the capital.

The project was presented by the Aksal group, led by Salwa Idrissi Akhannouch, as a major facility for transforming the banks of Rabat and Salé. The announced investment was around one billion dirhams, covering approximately 100,000 square meters.

The future center was supposed to host nearly 200 stores, as well as restaurants, leisure spaces and tourist facilities. In 2019, the project was even presented at the international commercial real estate salon in Cannes, with the announcement that part of the space had already been pre-booked.

The Great Absence of the Bouregreg

Since then, no official opening schedule has been announced. The contrast is all the more visible as neighboring projects have progressed. The Mohammed VI Tower was inaugurated, as was the Grand Theatre of Rabat, after several years of waiting.

The Morocco Mall in Rabat, meanwhile, remains absent from official openings. This situation fuels questions about the future of a project long presented as a pillar of the capital’s new commercial and tourist offering.

The delay also comes at a time less favorable to large shopping centers than it was ten years ago. Consumer habits have changed, online commerce has grown, and international retailers are more attentive to the profitability of their locations.

The Aksal group has moreover postponed the opening of the Morocco Mall in Marrakech to 2027, in order to guarantee better commercial occupancy before launch.

This decision fuels questions about the Rabat site, which still has no public deadline. As the years pass, the project must increasingly contend with a transformed market and competition different from what was imagined at the time of its launch.
