Morocco Plans 40,000-Dirham Grants to Build or Renovate Rural Homes
The Moroccan government is preparing a 40,000-dirham grant for families looking to build or renovate their homes in rural areas. The program aims to cover 100,000 homes by 2031, with free technical support and simplified administrative procedures.

Forty thousand dirhams to restore a family home or build a new one in a village. The measure was announced on October 19 by Head of Government Fatima Ezzahra El Mansouri, as she presented her program to Parliament. The goal is to build or rehabilitate 100,000 rural homes during the 2026-2031 term.

Direct assistance will amount to 40,000 dirhams per eligible household. It will be accompanied by free technical support to oversee the work, particularly in emerging rural centers. The scheme is intended to make it easier to improve existing homes and encourage the construction of new housing in the countryside.
A new law to make construction in douars easier
The government also plans to amend rural planning rules. A new law is to simplify building permits through documents adapted to douars, where administrative procedures can complicate property projects.
Another announced change is the possibility of regularizing certain existing buildings. The homes concerned will have to meet safety requirements and respect third-party rights.
The conditions for accessing the 40,000 dirhams remain to be determined. The program presented to Parliament does not yet specify income ceilings, the documents to be submitted, how to file applications or the schedule for the first payments. The eligibility of Moroccans living abroad who own a family home in a village also remains to be clarified.
This new grant will be separate from the property purchase assistance program, which provides subsidies of 70,000 or 100,000 dirhams and which MREs can already benefit from.
The initiative will run through 2031. According to the program presented by Fatima Ezzahra El Mansouri, the 100,000 homes must be built or rehabilitated during this period, with priority given to targeted rural areas.
