After Paying Up to 100,000 DH, the State Examines the Housing Purchased

The Ministry of Housing is launching an in-depth assessment of Daâm Sakane. Beyond the number of beneficiaries, the study will determine whether the housing acquired through public assistance is genuinely suited to households’ needs.

Launched in January 2024, the program grants 100,000 dirhams for the purchase of a home priced at no more than 300,000 dirhams, and 70,000 dirhams for a property costing between 300,000 and 700,000 dirhams.

After more than two years of implementation, the ministry wants to measure the scheme’s actual effectiveness. The assessment will focus in particular on the architectural, technical and environmental quality of the housing, as well as its integration into its immediate surroundings and access to facilities and services.

This is not a systematic inspection of every apartment purchased. The mission will have to analyze the housing financed by Daâm Sakane overall, identify any shortcomings in the supply, and verify whether it meets the needs of the targeted populations.

The study will also have to establish whether the assistance has genuinely improved beneficiaries’ access to homeownership, residential stability and quality of life.

Nearly one in four beneficiaries is an MRE

Moroccans residing abroad are directly concerned by this assessment. At the end of November 2025, they accounted for 24% of the program’s 75 760 beneficiaries, as Bladi had indicated in a previous review of Daâm Sakane’s success among MRE.

For these buyers, who often live far from their homes, the quality of construction, the services available nearby and the property’s compliance with the expectations announced are important issues.

The assessment will also examine how the digital platform operates, the application procedures, the financial mechanisms and coordination between the various administrations involved in the program.

Its conclusions will have to answer two central questions: does Daâm Sakane genuinely enable households to acquire suitable housing, and does the scheme deserve to be extended beyond 2028?
