Morocco Launches Conscription Census for 2019 Military Service

The census of conscripts for military service will take place between April 9 and June 7, 2019, according to a circular just published by the Ministry of the Interior.

The operation will be carried out under the responsibility of the walis and governors, who alone are authorized to organize and implement it at the level of prefectures, provinces and districts.

For this census, the Ministry of the Interior will rely on data from the General Directorate of National Security (DGSN), the Ministry of National Education, Higher Education and Vocational Training to draw up the list of conscripts.

The people on the preliminary list will, once notified, have a period of 20 days to fill out an information sheet made available to them on the tajnid.ma portal (soon to be online), before being received by a prefectural commission, composed of a military doctor and other members, and chaired by the wali. It is the latter who will decide on the final list of conscripts.

It should be recalled that Law 44.18 decreed compulsory military service for all Moroccan citizens aged 19 to 25. Temporary or permanent exemptions are granted by regulation for the following reasons: physical or medical unfitness attested by a medical report issued by the competent public hospital services, family support, pursuit of studies, as well as persons sentenced to a criminal sentence or imprisonment of more than 6 months.

However, any failure, without valid reason, to respond to the summons of the competent authorities would expose the conscript to a prison sentence of 1 to 3 months and a fine of between 3,000 and 5,000 dirhams.
