Morocco Advances Unified Social Register to Streamline State Aid Programs

The draft law 72-18 on the mechanism for targeting beneficiaries of support programs will be examined in plenary session, Thursday, June 11, at the House of Councillors, before being transferred to the House of Representatives. This text aims to create a Unified Social Register.

The members of the Interior and Local Authorities Commission will meet on Thursday to endorse the amendments of the parliamentary groups. This bill will help solve the problem of targeting households that can have access to the support programs planned by the State. The support mechanisms already in place have shown their limits.

The new system is based on two registers that can promote more effective interventions by the State in this area. With this text, access to public support will have to go through registration in the two planned tools: the National Population Register and the Unified Social Register.

Each person registered in the National Population Register will have a unique civil and social digital identifier, it is specified. As for the Unified Social Register, it will allow the socio-economic data of households to be processed. Similarly, a system of scoring families is planned, and must take into account the social situation of each household, according to a calculation formula to be defined by decree.

After the stage of the House of Councillors, the text will be transferred to the House of Representatives for its adoption in plenary next week.
