French Firm Idemia Secures $6 Million Contract for Morocco’s Unified Social Registry

After winning the contract for electronic national identity cards (CNIE), the French group Idemia has just won the contract for the Unified Social Registry (RSU) for the sum of 6 million euros.
According to a note from the World Bank, the main partner of Morocco in this major project, the choice of the French company was made on the basis of its offer considered interesting compared to Gemalto, a subsidiary of the French electronics group Thalès.
In 2018, Idemia had won the restricted tender of the General Directorate of National Security, ahead of three other competitors: the German Mühlbauer, the Franco-Dutch Gemalto and the French group Imprimerie nationale.
Since 2020, the Moroccan government has been working on setting up an effective and equitable universal system to better target households eligible for social support programs. To this end, three pillars have been developed, including the Unified Social Registry, the National Population Registry and the National Registry Agency.
The RSU program, which is based on the formula for scoring eligible households for social support programs, will be operational in 2022. Before its nationwide rollout between 2023-2025, a pilot experiment is planned in Rabat-Salé-Kénitra.
