Morocco Accelerates Unified Social Register to Aid Low-Income Households by Year-End

The coronavirus crisis is the reason for the change in the completion date of the unified social register project. Initially scheduled for 2023, the project will now be available in 2021, reports La Vie Eco. To this end, the authorities are multiplying the steps to validate this social project in Parliament. It aims to find a solution to the various difficulties that have undermined the various social programs. It also aims to improve the efficiency and effectiveness of social support management.

Three pillars govern this project, namely two registers and a national agency. Regarding the first national population register, it will take into account the electronic processing of data relating to individuals. According to the same media, this register has already been the subject of a contract and the order to proceed has been given. The Ministry of the Interior should prepare the information system in June 2021, it is indicated.

Regarding the unified social register (RSU), the call for tenders file should be launched in September. According to the Ministry of the Interior, the contract relating to biometric data is in progress. "A decree for the implementation of the national agency of registers will be completed to move on to the acquisition of equipment and the recruitment of staff," it is further specified.

Pending the approval of Parliament, the law relating to the system for targeting the beneficiaries of social support programs and the creation of a national agency of registers has already been approved by the two chambers of Parliament. With the adoption of this social project, access to public aid will now be conditional on registration in the two registers. They will be under the supervision of the National Agency of Registers.
