Morocco Expands Universal Health Coverage and Social Benefits Starting 2021

The government is prioritizing the generalization of social coverage, a measure announced by King Mohammed VI during his throne speech.
According to the Head of the Executive, this project will allow the generalization of Mandatory Health Insurance (AMO) and family allowances, before extending it to other social coverages such as retirement and unemployment benefits. In his view, the gradual deployment of this project will be effective as of January 2021. He also announced the opening of a dialogue with the professionals concerned and the economic and social partners to finalize the development of a comprehensive pragmatic vision including the timetable, the legal framework and the financing options in order to achieve an effective generalization of social coverage.
He also announced the implementation of preliminary and support measures, in particular the adaptation of the legal framework governing the AMO and the establishment of another one allowing professionals, self-employed and non-salaried persons engaged in private activities to benefit from family allowances. This reform must also take into account the restoration of hospital facilities and care centers, the organization of treatment processes or the reform of existing social schemes and programs and the improvement of their governance, in particular through the activation of the unified social register (RSU).
For Saâdeddine El Othmani, reflections are underway to establish new means to mobilize additional human and financial resources, through the use of innovative and diversified financing mechanisms, the development of skills, the optimization of expenditure and the institutionalization of public-private partnership.
In this context, the creation of a national agency to manage the strategic management of state contributions and evaluate the performance of public institutions is planned. In addition, the Head of Government has called on the various departments to make proposals to the Benchaâboun department in terms of rationalizing state contributions in order to eliminate or merge EPIs.
