Morocco Allocates 12.5 Billion Dirhams for Basic Necessities Subsidy in 2021

Pending the implementation of the unified social register in 2022, the Moroccan government will continue to subsidize basic necessities including liquefied butane gas. An envelope of 12.5 billion dirhams has been allocated in 2021 to the compensation fund.

The Executive, which had committed in 2017 to support the destitute and vulnerable social categories, does not want to renounce this promise. As "inevitable" as it may be, the reform of the compensation fund cannot be done without the activation of the unified social register.

Based on international market trends, the PLF2021 has provided 12.5 billion dirhams to subsidize the prices of sugar, national flour and butane gas, which alone accounts for 80% of the budget.

Implemented by the State to address the problem of targeting low-income households, the unified social register is a universal device that allows rationalizing expenditures through a fair distribution of social assistance.

In 2018, the delegate minister to the Prime Minister, Noureddine Boutayeb, had stated that the State was not able to "know which households receive which services, to direct support towards the most needy households, to take advantage of the synergies that could be created between the programs and to eliminate duplicates and fraud".
