French Law Threatens Morocco Call Center Jobs 2026

From August 11, 2026, telephone solicitation in France will be much more regulated. A reform that risks directly affecting call centers established in Morocco and working for the French market.

A French law could have significant repercussions in Morocco. From August 11, 2026, companies will no longer be able to solicit individuals by telephone in France without obtaining their prior consent, except within the framework of an ongoing contract.

Until now, telephone solicitation remains authorized during the week, from 10 a.m. to 1 p.m. and from 2 p.m. to 8 p.m., with several restrictions. But the upcoming change is much more profound: the consumer must have clearly accepted being called.

According to the CNIL, this consent must be free, specific, informed and unambiguous. A simple acceptance of general terms will not be sufficient. A positive action will be required, such as a dedicated checkbox, not pre-checked.

Morocco in the Front Line

This reform does not only concern French companies. It also risks affecting platforms established in Morocco, where many call centers work for French clients, particularly in telecommunications, energy, insurance or services.

The business model of part of this activity is based on commercial prospecting towards France. If prospect databases become more difficult to exploit, telephone campaigns could be reduced, cost more or need to be fundamentally reorganized.

Two exceptions will remain possible. A consumer may be called without prior agreement if the call concerns an ongoing contract and relates to the subject of that contract. Non-commercial solicitations, such as charitable calls, are also not covered by this law.

For professionals, the rule will be different: they will be able to object to prospecting, but must be informed of the use of their number and have a simple and free means to refuse calls.

For Moroccan call centers, the issue is clear: France is gradually closing the door to easy solicitation. Platforms working on this market will need to adapt, with better qualified databases, more consent and fewer cold calls, or simply disappear.
