TikTok threatened in Morocco?

Faced with the proliferation of digital content escaping any control, the Moroccan government is preparing a major legislative response. Mohamed Mehdi Bensaid, Minister of Youth, Culture and Communication, has confirmed the development of a future audiovisual communication code aimed at filling the current legal void. This text aims to regulate the accelerated technological changes that expose younger generations to growing risks, marking the state’s determination to regain control over the digital sovereignty of the Kingdom.

This initiative is a direct response to the growing concerns about the impact of social networks, and particularly the TikTok application, on the mental health of children. The minister has pointed to the emergence of "negative phenomena" such as addiction, cyberbullying or the spread of hate speech. The draft law thus intends to establish a delicate balance between the preservation of fundamental freedoms and the need to protect the most vulnerable categories against commercial exploitation and behavioral deviations.

One of the major axes of this future regulatory framework will be the increased accountability of the web giants. The text plans to impose strict obligations on operators, including foreign platforms operating from outside national borders. The objective is to put an end to the impunity of certain broadcasters and to guarantee a transparent environment where the moderation of illicit or violent content no longer depends exclusively on the internal rules of technology companies.
