Morocco Students France Decline 2024-2025

Moroccan students remain the most numerous among foreign students pursuing their studies in France. According to the annex to the draft budget law for 2026 dedicated to French immigration and integration policy, 35,700 Moroccan students were enrolled in French higher education during the 2024-2025 academic year, according to a report from the French National Assembly.

This top position is maintained despite a decline of 3.1% year-on-year. The French budget document notes that Moroccan students remain the most represented international mobility students in France, "despite three consecutive years of decline," ahead of Algerian students, numbering 27,700, and Chinese students, estimated at 23,200.

Morocco thus maintains a dominant position in French higher education, but the gap is narrowing in a context of student mobility restructuring. The number of students from the Maghreb appears to be reaching a ceiling, with 77,500 enrolled, a slight decline of 0.4%, while students from Africa outside the Maghreb are progressing strongly to reach 89,600 enrolled.

Another particularity noted by the document: Moroccan students stand out for their presence in engineering schools. 12% of them pursue studies in these institutions, compared to only 5% for all international students. A sign that France remains, for a significant portion of young Moroccans, a preferred destination for scientific and technical training.

In total, France had 329,100 foreign students in international mobility in 2024-2025, up 3% year-on-year. But in this expanding landscape, the Moroccan case appears more contrasted: the Kingdom remains the leading country of origin for foreign students in France, while recording continuous decline over three years.
