Morocco MRE investments billions bureaucracy delays
Despite government incentives, Moroccans residing abroad (MREs) struggle to invest in Morocco. In Parliament, deputies alert on paralyzing bureaucratic delays, where entrepreneurs waste more time in administrations than designing their projects.
Bureaucracy drastically hinders the economic ambitions of the diaspora. During a session at the Chamber of Representatives this Monday, June 15, deputy Kouloub Faitah denounced the extreme slowness of procedures. According to the elected official, an entrepreneur often spends much more time in the corridors of administrations obtaining authorizations than technically preparing their own file. This bitter observation is shared by another parliamentarian. The latter finds it unacceptable that the share of Moroccans residing abroad stagnates at only 10% of private investment, while their financial transfers weigh heavily in the national gross domestic product.

Facing these criticisms, the deputy minister in charge of Investment, Karim Zidane, is banking on digitalization of services. New digital platforms now offer the possibility of submitting and tracking requests remotely. This virtual approach allows capital holders to anticipate the review of their applications from their country of residence, avoiding unnecessary trips during preliminary phases. A MRE himself, the government official multiplies direct meetings abroad to listen to grievances and detail available incentives. The Moroccan Agency for Investment and Export Development (AMDIE) has moreover activated a cell specifically dedicated to this support.
