Morocco Mandates Free Document Certification at Government Offices, Urges Public to Report Non-Compliance

The Ministry of Public Service and Administrative Reform has just insisted on an existing measure, but which, in practice, does not seem to be respected in the administrations. Indeed, in accordance with Decree No. 2-17-410, all administrations are required to provide the service of certifying the conformity of copies.

The Ministry of Public Service and Administrative Reform has been clear enough on the issue, while providing measures that can promote optimization of the service.

"Any user who has not been entitled to this service is called upon to report it via the complaints portal ’Chikaya’ or by calling the 3737 dedicated to administrative guidance," reads a statement from the ministry. Which specifies that "this measure comes against the background of a large number of complaints received and oral questions asked by deputies concerning the non-application of the provisions of Decree No. 2-17-410 by certain departments and public institutions and concerned organizations".

As a result, the ministerial authority intends to invite all departments and public institutions to "get seriously involved in the implementation of the provisions of this decree, in order to facilitate the procedures for certifying the conformity of copies to their originals, in order to bring this service closer to users, while facilitating the use of the administrative services associated with it".

The press release also recalls that a series of measures has been planned "to activate this service". We can mainly retain the organization of a study and training day, for the departments and public institutions concerned, in order to clarify the regulatory and procedural procedures necessary to ensure the provision of this service under the best conditions.
