Morocco Launches Comprehensive Security Strategy to Combat Public Incivility

In response to growing concerns about acts of incivility and delinquency in public spaces, the Ministry of Interior has just implemented a local security strategy.
In response to a parliamentary question from MP Mohammed Ouzine, Minister Abdelouafi Laftit presented the measures planned to strengthen security. The approach is based on a multi-faceted strategy, combining field action, digital surveillance, and prevention.
The first axis of this strategy consists of reinforcing the presence of law enforcement in public spaces. This deployment will materialize through an intensification of foot and motorized patrols. Targeted areas include strategic urban axes, neighborhoods identified as sensitive, as well as the perimeters of educational establishments. The objective of this increased presence is to deter criminal acts and allow for rapid intervention.
Beyond this physical presence, the action plan places particular importance on the digital sphere. The ministry announces rigorous monitoring of publications on social networks. Any content deemed threatening or constituting an incitement to reprehensible acts will be subject to a systematic investigation, conducted under the supervision of the competent prosecutor’s office.
For the implementation of these directives, operational capacities will be strengthened. The judicial police services will benefit from the support of specialized intervention teams from the National Brigade. Alongside these repressive actions, targeted operations will continue to focus on wanted individuals. The preventive aspect is not left out, with the organization of awareness campaigns in schools and increased collaboration with civil society actors.
The new roadmap also incorporates a participatory dimension. A digital platform entitled "Citizen Reporting" will soon be put into service. It will offer citizens the possibility to anonymously report any suspicious activity, particularly crimes committed online. This tool is designed to improve information gathering and strengthen the responsiveness of competent services.
The minister, however, emphasized that this arsenal of security measures is part of a broader vision. He specified that an exclusively police response is insufficient to address the root causes of crime. He thus called for a concerted and participatory approach, involving all institutions, local communities, and citizens, to tackle the social and educational factors that may be at the origin of certain criminal behaviors.
