Morocco’s Energy Ministry Sees 50% Budget Cut as Agency Transfers Funds

The 2021 investment budget of the Moroccan Ministry of Energy and Mines is showing a sharp decline. Amounting to nearly 63.8 MDH, it is down 50.76% compared to the 129.58 MDH of the year 2020. Here’s why.
According to the Minister of Energy, Mines and Environment, Aziz Rebbah, this 25 MMDH drop is due to the transfer of the investment subsidy from the Moroccan Agency for Energy Efficiency (AMEE) to the Ministry of Industry, Trade, Green Economy and Digital. This is linked to the 17.12 MMDH decline in credits related to subsidies for public institutions and autonomously managed public services (to deal with the health crisis), and a 23.65 MMDH drop in spending related to the department able to stem the crisis.
The operating budget in the same departments, which amounts to nearly 366.7 MDH for the year 2021, is down 9.72% compared to 2020, with this budget being divided between personnel expenses of 160.7 MDH (44% of the operating budget), while material expenses and miscellaneous expenses amounted to 205.9 MDH, or 56% of the operating budget. The allowances related to promotion through seniority or the examination of professional competence for the year 2020 led to an increase of 6.18 MDH in personnel expenses compared to 2020.
Regarding the operating budget for the environment, Rebbah noted that it amounts to 138.55 MDH (84.2 MDH for personnel expenses and 54.3 MDH for material expenses and miscellaneous expenses), noting that investment expenditure at the level of this department amounts to more than 289.2 MDH.
