Morocco’s Driving License Reform Faces Delays and Technical Hurdles

PAM (Authenticity and Modernity Party) deputy Abderrahmane Ouafa has questioned the government of Aziz Akhannouch about the obstacles to accelerating the process of changing driving licenses within the framework of the agreement with Barid Bank and Barid Cash.
In a written question addressed to the Minister of Transport and Logistics, the parliamentarian recalled the signing, about three years ago, of an agreement between the National Road Safety Agency and Barid Bank on the one hand and Barid Cash on the other, with a view to facilitating access to the services provided.
But in reality, the agreements have not kept their promise. The partnership, aimed at accelerating the procedures for changing driving licenses, has not met expectations due to technical deficiencies and multiple specific tasks such as the issuance and delivery of driving licenses entrusted to the agencies of the two banks.
The generalization of the service throughout the territory of the kingdom since September 2021 has created more problems than it solves, with a significant number of citizens having expressed complaints about the delay observed in the process of filing applications for the change of driving licenses.
Hence the urgency of improving the quality of services and distributing tasks between the various agencies for greater efficiency. This is why the PAM deputy asked the Minister of Transport and Logistics what measures he intends to take to correct the situation.
