Morocco Tightens Car Rental Regulations: New Rules for Agencies Take Effect

Since this Monday, April 15th, car rental agencies in Morocco are required to comply with a new specification relating to investment conditions in the sector.
Initially scheduled for March 20th, the entry into force of the new specification was postponed to mid-April by the Minister of Transport and Logistics. The document sets new conditions relating to the registered office and capital, as well as the number of vehicles and the training of managers.
One of the conditions concerns the expansion of the fleet of car rental agencies to vehicles requiring category A and A1 and B licenses. Another condition relates to the presentation by the managers of a certificate of registration with the National Social Security Fund to provide proof of their years of experience.
According to the new specification, the capital of car rental agencies is set at 500,000 dirhams, with the possibility of having a fleet of 5 to 7 vehicles. Last February, the Minister of Transport and Logistics, Mohamed Abdeljalil, had held a meeting with transport professionals to welcome their commitment to the ongoing digitalization of services related to this activity.
This year, a standard contract between the agency and customers will be made available, the ministry said in a statement. Professionals, for their part, "expressed their satisfaction with the methodology followed and their commitment alongside the ministry in the various projects and initiatives aimed at reforming the activity of car rental without a driver and improving its practice".
