Morocco Cracks Down on Illegal Construction, Minister Urges Streamlined Regularization

The Minister of Territorial Planning, Urbanism, Housing and City Policy, Fatima Zahra Mansouri, informed the directors of the urban agencies of the difficulties noted in the implementation of the procedure for regularizing illegal constructions, urging them to be more diligent in processing the files.
The evaluation of the procedure for examining the regularization files, after nine months of implementation, revealed the existence of a number of difficulties, including non-compliance with construction rules, said Fatima Zahra Mansouri in a circular addressed to the heads of urban agencies.
To overcome these difficulties, the minister asked them to establish a guide of good practices concerning the regularization permits, also inviting them to accelerate the regularization of illegal constructions to complete this operation within the additional two-year period granted to them.
Fatima Zahra Mansouri also invited the directors of the urban agencies to facilitate the procedure for examining the applications for regularization permits and to mobilize their staff for this purpose. She also encourages them to re-examine the rejected regularization requests and to pay particular attention to the requests for regularization permits for investment projects and those of illegal constructions in rural areas.
A periodic and detailed report on the projects concerned by the requests for regularization permits for illegal constructions, as well as a progress report on the work of the review committees and the difficulties encountered in the implementation of the circular, will be sent by email to the Urbanism Directorate, under the supervision of the parent ministry.
