Morocco’s discreet role in arming Ukraine

The ranking appears in the study Challenges faced by the EU enlargement countries from Russian hybrid interference, published on 30 July 2026 by the European Parliament’s Directorate-General for External Policies. Its table on Ukrainian imports draws on data from Sipri’s arms transfers database.

The report attributes to Morocco a volume of 21 million indicator units in 2022, 47 million in 2023 and 26 million in 2024. The total thus reached 94 million over three years, representing 0.6% of all major arms transfers recorded to Ukraine. No transfer originating from Morocco appears in the column for 2025.

The year 2023 alone accounted for half of the volume attributed to the kingdom. However, the report specifies neither the nature of the equipment concerned, nor its quantity, nor the conditions under which it was transferred to Ukraine.

A volume close to that of Spain and Belgium

In this ranking, Morocco is almost at the same level as Belgium and Croatia, each credited with 96 million units. It is slightly ahead of Spain, with 93 million, as well as North Macedonia, with 90 million.

The gap remains considerable with Kyiv’s main suppliers. The United States accounts for 41% of the total volume recorded, ahead of Germany with 14% and Poland with 9.5%. Morocco therefore belongs to the group of secondary suppliers, but ranks ahead of several European countries.

The 94 million units mentioned correspond neither to 94 million weapons nor to a value of 94 million euros. Sipri uses an index called TIV to compare the volume and military importance of very different types of equipment. This indicator represents the military resources transferred, not their sale price.
