Ukraine reshapes US arms rankings, Morocco slips to 20th
The war in Ukraine and the arms race in Europe have reshaped the map of American defense industry clients. Morocco has lost five places in five years, though this relative decline does not mean a decrease in its military purchases.
Morocco is no longer among the top fifteen destinations for American weapons. The kingdom dropped from 15th place during 2016-2020 to 20th between 2021 and 2025. In the same period, its share of total American transfers fell from 2.2% to 1.5%.

These figures come from a report published in June 2026 by the Samil PwC Research Institute for Management, based on data from the Stockholm International Peace Research Institute (Sipri).
This downgrade does not mean Morocco has reduced its acquisitions. It mainly reflects the sharp increase in American deliveries to Ukraine and European countries since the Russian invasion.
Ukraine reshapes Morocco’s ranking
Ukraine has become the second largest recipient of American weapons between 2021 and 2025, with 9.4% of transfers, behind Saudi Arabia, which absorbed 12.3%. Kyiv now surpasses Japan, Qatar, and Australia.
Poland has also climbed to tenth place with 3.8% of American exports. The Netherlands ranks ninth, while Germany appears just ahead of Morocco with a share also rounded to 1.5%.
This new hierarchy reflects a general expansion of American arms exports. Their volume increased by 27% between the two periods studied, while the US share of global transfers rose from approximately 35% to 42%. Morocco’s relative weight has therefore declined in a much larger American market.
At the same time, Morocco’s major arms imports have increased by 12%. The kingdom ranks 28th globally and represents 1% of international imports recorded between 2021 and 2025. It has also become Africa’s leading importer ahead of Algeria.
Washington remains by far Morocco’s principal supplier. The United States provided 60% of its imports, ahead of Israel with 24% and France with 10%. These three countries thus account for 94% of major weapons delivered to the kingdom.

Morocco’s decline in the American ranking is therefore primarily relative: Ukraine and European rearmament have captured an increasing share of Washington’s deliveries, without undermining the central place of American equipment in Morocco’s arsenal. Sipri data moreover measure the volume of major arms transfers rather than their financial value or the amount of contracts concluded.
