Morocco’s Anti-Terror Expertise Gains International Recognition, Expert Says

The constitutive elements of the uniqueness of the Moroccan security model in the fight against terrorism have been analyzed by the President of the Institute for Prospective and Security in Europe (IPSE). Former political advisor to the French Ministry of Defense and Veterans Affairs, security and defense specialist Emmanuel Dupuy, discusses the details in an interview with Atlasinfo.
Morocco involuntarily benefits from a certain "anteriority" of the terrorist threat and legitimacy in its security response, and this, at the cost of many lives sacrificed on its own territory. In view of the last 25 years, marked by several attacks, "we understand the reasons and the way in which it had to resize its security strategy to face the terrorist threat," said Emmanuel Dupuy.
In the expert’s opinion, these events that have mourned the two shores of the Mediterranean reflect the harsh trials Morocco has gone through to reach this "maturity", especially acquired through experience in intelligence gathering, mainly human in nature and through the anticipation tools it has put in place and its ability to capture weak signals.
Not to mention the Moroccan model of a "just middle" Islam, stable and balanced, the "structuring" reference that represents the status of Mohammed VI, as the Sharifian King of Morocco, "Commander of the Faithful", and "President of the Al-Quds Committee", and many other elements that contribute to this enthusiasm internationally for the Moroccan exemplarity, which is an issue of Franco-Moroccan cooperation in the field of terrorism.
In addition to the efforts made so far, it would be necessary to ensure that this "hyper-coordination" does not lead to any leaks that would jeopardize the entire system, he added. Moreover, the "centrality" of data access and processing is already at the heart of a reflection by the Moroccan authorities, as part of the advanced regionalization process initiated in Morocco since King Mohammed VI’s speech of March 9, 2011. Morocco has also resolutely taken the path of "security decentralization," he concluded.
