Morocco Aims to Double Highway Network Ahead of 2030 World Cup

Morocco is accelerating the development of its motorway network, already the second largest in Africa with 1,800 kilometers, in view of the 2030 Football World Cup that it will co-host with Spain and Portugal. The ambitious goal of the kingdom is to reach 3,000 km of highways, requiring the construction of more than 1,000 km of new roads.

This large-scale project is accompanied by a massive investment plan. Between 2025 and 2027, the government plans to inject 7.74 billion dirhams (about $735 million) into its motorway infrastructure, according to the report on public establishments and companies of the Ministry of Economy and Finance. In the first half of 2024, the investment program had already reached 42% of its budget objective, mobilizing around 853 million dirhams.

The National Motorway Company of Morocco (ADM), in charge of the construction and maintenance of the network, plays a central role in this strategy. At the end of March 2024, it posted a consolidated turnover of 1.19 billion dirhams, up from the previous year. Its investment expenditure also increased by 24.2%, focused in particular on the Tit Mellil-Berrechid highway and the Casablanca bypass.

The development of the motorway network is part of a long-term vision. The National Scheme for Road Infrastructure, established with a 2040 horizon, guides the investments of the Ministry of Equipment and Water. This year, more than 13 billion dirhams have been allocated to the modernization of existing infrastructure and the construction of new roads. Flagship projects include the new Casablanca-Rabat highway (60 km), the duplication of the N1 national road between Tiznit and Dakhla (1,055 km) and the connection of the Nador West Med port to the motorway network.

Morocco is therefore betting on a high-performance road network to support its economic growth, improve the movement of people and goods, and prepare to host a major global sporting event. The expansion of the motorway network will not only help to streamline traffic and strengthen road safety, but also to open up certain regions and promote regional development.
