Morocco Unveils $1.2 Billion Highway Expansion Plan

Two protocols of agreement were signed on Friday in Rabat, committing the State and the National Motorway Company of Morocco (ADM). These agreements concern strategic projects, particularly in the Rabat-Casablanca axis, and provide for specific financing mechanisms.
The first protocol, concluded between the State and ADM for the period 2025-2032, defines an investment program of 12.5 billion dirhams. This program focuses on three key projects: the construction of the Rabat-Casablanca Continental Motorway, the Tit Mellil-Berrechid Motorway, and the modernization of the Ain Harrouda and Sidi Maarouf motorway interchanges. These infrastructures aim to improve access to the Grand Stadium of Casablanca, facilitate traffic between Rabat and Casablanca and strengthen the connectivity of the Casablanca region.
The financing of this program, amounting to 16 billion dirhams, is based on an approach aimed at preserving the financial sustainability of ADM and limiting the use of the State budget, without further details on the specifics of this approach by ADM.
The second protocol concerns the financing of the land expropriations necessary for the realization of the Rabat-Casablanca Continental Motorway. An amount of 1.2 billion dirhams is allocated for this purpose, jointly mobilized by ADM, the Ministry of Economy and Finance, the Ministry of Equipment and Water, the CDG and the CDG Capitale.
The Rabat-Casablanca Continental Motorway, with a length of 60 km, represents a planned investment of 6.5 billion dirhams. It will directly connect the bypass motorways of Rabat (from the Ain Atiq interchange) and Casablanca (at the level of the Tit Mellil interchange).
ADM indicates that these protocols are in line with the royal guidelines for the development of infrastructure. The company also specifies that the expropriation procedures are underway and that the construction contracts for the Rabat-Casablanca Continental Motorway are progressing.
