Morocco Accelerates Highway Expansion: 3,000 km Network to Boost World Cup 2030 and Economic Growth

Morocco has launched an acceleration program for the development of its highway network, with the objective of increasing its length from 1,800 km to 3,000 km. This extension is motivated by two major objectives: the preparation of the 2030 FIFA World Cup, which the country will co-host, and the continuation of its economic development and territorial connectivity strategy.
This ambition is supported by a significant investment plan. According to documents from the Ministry of Economy and Finance, an envelope of 7.74 billion dirhams (approximately $735 million) is planned between 2025 and 2027 for highway infrastructure. The financial effort is already tangible, as the investment program for 2024 had reached 42% of its budget target in the first half, with a mobilization of 853 million dirhams.
The implementation of this roadmap is entrusted to the National Motorway Company of Morocco (ADM), the operator responsible for the construction and maintenance of the network. At the same time, its investment expenditures have increased by 24.2%, focused on priority projects such as the Tit Mellil-Berrechid highway and the development of the Casablanca bypass.
Concretely, these investments are materialized by several major construction sites at different stages of progress. The 105 km highway connecting Guercif to Nador is in the final phase. The 31 km section between Tit Mellil and Berrechid is also under construction. A structuring project, the new 60 km highway between Casablanca and Rabat, is in the final stage of the tender process, paving the way for the imminent launch of the works. Other sections, such as the bypasses of Safi and Agadir or the upgrading of the Tiznit-Guelmim axis, are currently in the study phase.
Beyond these specific projects, this extension is part of the vision of the National Road Infrastructure Scheme by 2040. This master plan aims to strengthen the territorial network to improve the movement of people and goods, a key factor for economic competitiveness. It also aims to open up certain regions and connect major economic hubs, as illustrated by the project to connect the new Nador West Med port to the national highway network.
