Morocco Plans 1,200 km Highway Expansion Despite Financial Challenges

The National Motorway Company of Morocco (ADM) is maintaining its ambitions for 2025, despite the many challenges (growth, debt and modernization) it is facing. The institution will continue the major infrastructure projects underway, in preparation for the 2025 Africa Cup of Nations and the 2030 World Cup.

With an accumulated debt of 40 billion dirhams, ADM does not have the means to invest in new projects. This is revealed in a report by the parliamentary mission. However, the company will have to build an additional 1,200 kilometers of highways to reach a total network of 3,000 kilometers, in preparation for the 2030 World Cup that Morocco is organizing alongside Spain and Portugal.

On December 23 last, the company’s board of directors, chaired by Nizar Baraka, Minister of Equipment and Water, approved a budget of 4.1 billion dirhams for 2025, reflecting ADM’s sustained ambition for the development and modernization of the national highway network.

Thus, this year ADM will continue its infrastructure projects, including the Tit Mellil-Berrechid highway (30 km, 2.5 billion dirhams), intended to bypass Casablanca and facilitate traffic between the north and south of the kingdom; the continental highway Rabat-Casablanca (59 km, 6 billion dirhams) aimed at improving traffic flow and providing comfort to users.

The report recommends reducing ADM’s debt and revising the 2019 framework agreement that sets the concession period at 99 years. The document also suggests strengthening the company’s internal workforce and capitalizing on the expertise of its executives. It is also recommended to deploy surveillance cameras to strengthen road safety, and to activate the ADM Traffic information radio to alert and inform users in real time.
