Energy: Morocco seeks to avoid energy shortage
To secure its energy reserves, Morocco plans to increase its hydrocarbon storage capacity by nearly 50% by 2030. A massive investment plan of 550 million euros is planned to expand and redeploy these strategic infrastructures.
The Minister of Energy Transition, Leila Benali, unveiled the Kingdom’s new ambitions on Monday before the House of Representatives. Starting in 2026, Morocco plans to add 1.5 million cubic meters to its current storage capacity (which stood at 3.2 million in 2025). This decision comes to strengthen a sector whose investments have already surged 30% over the past three years.

To meet national needs, the government is relying in particular on the exploitation of reservoirs at the SAMIR refinery in Mohammedia, which has been shut down since 2015. While current stocks of diesel (51 days of reserves) and gasoline (55 days) are deemed sufficient, efforts will focus on sectors under pressure: butane gas and aviation fuel, with additional respective capacities of 400,000 and 100,000 cubic meters planned by 2030.
This plan also aims to rebalance the geography of reserves, currently concentrated 80% on the Casablanca-Settat and Tangier-Tétouan axes. The future Nador West Med megaport, scheduled to begin operations in the last quarter of this year, will play a key role in becoming a new strategic hub dedicated to hydrocarbons and natural gas storage.

This logistical reinforcement comes in a context of strong dependence, with Morocco still importing nearly 94% of its energy. Alongside securing its fossil fuel supplies, the Kingdom is pursuing its ecological transition: its installed renewable energy capacity reached 45% in 2025, with the stated goal of surpassing 52% clean energy by 2030.
