In One Year, Morocco’s Orders for French Weapons Rise from 13 to 532 Million Euros

The surge is highlighted in the 2026 report on arms exports published by the French Ministry of the Armed Forces. In value terms, orders intended for Morocco increased by 519 million euros in one year, representing a rise of nearly 4000%.

The Kingdom thus accounts for almost the entire North African market for the French defense industry. Of the 533 million euros in orders recorded in the region in 2025, 532.1 million came from Morocco. Algeria accounted for just 300,000 euros and Tunisia for 600,000 euros.

This acceleration contrasts with the decline observed in previous years. After peaking at 425.9 million euros in 2020, Moroccan orders fell to 95.2 million in 2021, then to 57.3 million in 2022, 12.5 million in 2023 and 13.1 million in 2024. At 532.1 million, 2025 represents the highest level in the series published since 2016.

Over this ten-year period, Morocco ordered 1.325 billion euros’ worth of French weaponry. The year 2025 alone therefore accounts for approximately 40% of this cumulative amount.

The Caracals do not necessarily explain everything

The French report cites the Moroccan order for ten H225M Caracal helicopters among the major military contracts that came into force in 2025. These Airbus Helicopters aircraft are to replace the aging Pumas of the Royal Air Force and strengthen its tactical transport, special operations and combat rescue capabilities.

However, the document does not detail the specific value of the Caracal contract. The 532.1 million euros correspond to all French orders intended for Morocco and therefore cannot be attributed entirely to the ten helicopters.

Deliveries also increased, but to a less spectacular extent: they rose from 40.8 million euros in 2024 to 83.3 million in 2025. Paris also approved 42 export licenses to Morocco, compared with 41 the previous year. This relatively stable number suggests that the surge in orders is primarily based on one or more high-value contracts, rather than on a multiplication of authorizations.

These figures mark the French military industry’s return to prominence on the Moroccan market, after several years during which Rabat had intensified its purchases from the United States and Israel, going so far as to prefer the Israeli Atmos 2000 to the French Caesar cannon. They are nevertheless insufficient to establish that France has once again become Morocco’s leading supplier: the report measures only French sales, not the Kingdom’s military acquisitions as a whole.
