Ceuta, no visa for Moroccans in the North?

Morocco would be negotiating with Spain to reactivate the Schengen visa exemption agreement for Moroccans residing in the northern cities of the kingdom in order to allow them to enter Ceuta with only their passports.
Well-informed sources indicate that Morocco wishes to reactivate this agreement to facilitate the entry into Ceuta for its nationals from Tetouan and the M’diq-Fnideq region, upon presentation of their passports alone.
Before the border closure for Covid-19 health reasons, Moroccans from the border towns were going to the autonomous city without a visa. But after the reopening, the visa exemption was suspended.
For their part, the Spanish authorities do not seem willing to lift this suspension, forcing Moroccans to obtain a Spanish visa before entering Ceuta. The two countries are negotiating to resolve this issue before the opening of the customs office, we are told.
