Tétouan: Is part of the forest being transformed into an illegal subdivision?

In Tétouan, an influential person is said to have taken over part of the forest belonging to the National Water and Forests Agency and is making unusual use of it.
An unusual occurrence in Tétouan. An influential person has seized part of the Kitane forest, located within the jurisdiction of the Azla commune, reports the daily Al Akhbar, adding that he has proceeded to fell trees in broad daylight over a large expanse of forest land. The individual did not stop there. He also carried out an unauthorized subdivision and this, in flagrant violation of urban planning laws. The most alarming thing is that he fenced in the subdivision as if it were his private property and began selling the land to foreigners. The latter are building structures there without obtaining any permit.
Fearing an ecological disaster, civil society actors reported the logging operation to the local authorities. They are said not to have reacted so far. The officials would have remained silent in the face of the subdivision, the sale of the plots with falsified administrative contracts and certificates for an amount of 500 dirhams per square meter. The influential individual is also not being questioned about the proliferation of anarchic constructions and "tin shacks" on the forest domain.
