Moroccan Real Estate Developers Accused of Tax Evasion Scheme in Jorf El Melha

Real estate developers in the city of Jorf El Melha in the province of Sidi Kacem refuse to pay the tax on undeveloped land. A situation that deprives the municipality of significant financial resources.
According to Al Akhbar, these developers are using forgery to avoid paying the tax on undeveloped land. To evade taxes, one of them allegedly presented a fake document indicating that his land was for agricultural use. He is said to be involved in several fraud cases related to the purchase of plots in his subdivision and has already been subject to seizure by decision of the administrative court of Tangier.
One of the complainants accuses him of defrauding 8.2 million dirhams in the context of plot acquisition. The developer allegedly received part of this sum, and the rest was paid to a contractor in charge of development work. According to the complainant, the developer gave him promissory notes as a guarantee, instead of sales contracts that he allegedly did not register until the end of the work.
The complainant adds that the developer, after cashing the entire amount, allegedly organized a fictitious sale of the subdivision to his son for only 5 million dirhams. This is the amount that appears in the sales contract registered on October 29, 2018, at the land registry. Having discovered the deception, the complainant demanded a refund of his money. But faced with the developer’s refusal, he ended up filing a complaint against him.
