Tensions Rise Over Ceuta and Melilla as Spain Debates Morocco's Intentions

Could Morocco finally succeed in annexing the enclaves of Ceuta and Melilla to its territory with the support of Donald Trump? The issue has been fueling debates in Spain since the return of the Republican to the White House.

The recent statements by retired Admiral Juan Rodríguez Garat have reignited the debate on Morocco’s claims regarding Ceuta and Melilla. "The controversy does not surprise me, because there is a contradiction. Spain says that Morocco is a friendly country, but Spaniards do not believe it," Garat said on the "Espejo Público" program.

Could this persistent tension between Rabat and Madrid over the two enclaves degenerate into a conflict? To this question, the retired admiral replies: "I do not think there is a risk of aggression, but who knows what will happen in the future." Garat also deplored the lack of a firm position from Brussels and NATO on the defense of the two enclaves in case of attack.

"The NATO umbrella has always been discussed because the Washington treaty does not include the North African territory. Despite the latest NATO 360º agreement, people are hesitant on this issue. We do not really know today what the future of NATO is," said the former high-ranking army officer.

Garant’s remarks come in a context of the return to power of Donald Trump in the United States. The position of the new occupant of the White House on certain strategic issues could have major impacts on the relations between Spain, Morocco and the Atlantic Alliance, and redefine the balance of power in the region.
