This maintenance of more flexible conditions directly responds to calls from transport associations and major companies. In a parliamentary response, the Ministry of Foreign Affairs emphasized that the arrival of "foreigners holding professional driving licenses" constitutes "one of the main solutions to the current situation." The sector indeed demands rapid flexibility to be able to hire in light of this reality shared across Europe.

This approach is part of a legal framework validated by Brussels. The government clarifies that this system is recognized by the 2006 European directive, making licenses obtained this way valid throughout EU territory.
