Spain: Up to 2,000 euros in bonuses to attract Moroccan truck drivers

The Spanish road transport sector is facing a major demographic crisis. With weak generational renewal, where only 5% of truck drivers and 2.7% of bus drivers are under 25 years old, the country has an urgent need for labor. To ensure the maintenance of freight and passenger traffic, it must fill more than 30,000 vacant heavy truck driver positions and nearly 4,700 places in coaches.

To streamline these hirings, authorities have significantly accelerated the conversion of non-EU driving licenses. According to figures obtained by the EFE agency, more than 15,500 professional licenses were exchanged in 2025, an increase of 12% in one year. Thanks to a fully online application process implemented since May, Moroccan nationals rank second among major beneficiaries of these equivalencies, just behind Peru and ahead of Colombia.

Moroccan drivers enjoy a particularly flexible procedure. Under an agreement in force since April 2024, the validation of their license requires only passing a practical exam. While it remains mandatory to possess a professional aptitude certificate (CAP) to practice, the government has deployed new levers of attractiveness. A subsidy of up to 2,000 euros per person is now allocated to cover psychotechnical exams and various fees for entering the profession.
