Retired Expats Eligible for 90% Customs Discount on Car Imports to Morocco

Moroccans Residing Abroad (MREs) aged 60 and over can still benefit from a substantial 90% exemption on customs duties when importing a passenger vehicle into Morocco.
However, the granting of this benefit is subject to strict conditions. In particular, it is necessary to justify at least ten years of actual residence abroad and not to have been a resident in Morocco in the past. Moreover, this exemption only applies to passenger vehicles (category 87.03 of the Harmonized System) equipped with a gasoline, diesel or hybrid engine, designed to transport a maximum of nine people (including the driver) and approved for circulation.
Two-wheelers, quads, utility vehicles, motorhomes and other multi-purpose vehicles are therefore excluded. Furthermore, each beneficiary can only take advantage of this benefit once in their lifetime.
It is important to note that the taxation is calculated on the basis of the estimated value of the vehicle in new condition, with a ceiling of 300,000 dirhams. Beyond this amount, the duties and taxes are applied according to common law.
Finally, this 90% exemption is not cumulative with other customs benefits, such as the "aging" facility granted in the event of a definitive return to Morocco, tariff or free trade agreements, or benefits granted to diplomats.
To carry out the customs clearance procedures, the MRE must appear in person at the customs office of his choice, with a request on a standard form and the required documents. Attention, powers of attorney are not accepted.
Regarding the homologation of vehicles, it should be noted that identification certificates are no longer issued for vehicles over five years old. However, an exception is made for vehicles under 10 years old, provided they are for private use and the owner is a retired MRE with at least 10 years of residence abroad or a definitive return to Morocco.
