Retire in Morocco: Cost of Living, Agadir and the French Retirement Boom

According to data from the French National Old-Age Insurance Fund, more than one million French retirees live outside mainland France, representing around 7 % of the total. These expatriates are mainly spread between Europe (47 %) and Africa (42 %), with the Mediterranean basin remaining the preferred region.

Although Algeria tops the statistics on the African continent because of its diaspora, Morocco has established itself as a preferred fallback destination. Economic considerations remain the main driving force behind this movement, as the cost of living there is considered significantly more affordable for recipients of French pensions.

In Agadir, the country’s leading seaside resort, the French community numbers around 4 000 members. Retirees living there say they can rent a house with a garden for 800 euros per month, with electricity and water bills not exceeding 60 euros—an expense unaffordable in mainland France.

Expatriation and escaping the heat in southern Morocco

With a monthly budget of around 2 800 euros, these couples enjoy a comfortable standard of living that includes leisure activities and regular travel. This Atlantic “quality of life” is attracting more and more seniors who believe they can live decently on modest incomes, sometimes starting at just 1 000 euros per month.

However, this environment is increasingly facing severe climatic realities. Morocco has been experiencing a historic drought for six years and recorded heat peaks of 50 degrees last year, a situation that affects resource management and thermal comfort in inland areas.

Despite these environmental constraints, Agadir’s appeal remains strong thanks to its oceanic climate, which is milder than that of inland areas. The trend of expatriation to the kingdom is expected to continue as long as the cost-of-living gap remains favorable to European retirees.
