Morocco is not only preparing its infrastructure for the 2030 World Cup. The behavior of spectators in stadiums is also set to become a major issue in the coming years. In an opinion dedicated to civism in public spaces, the CESE emphasizes the need to strengthen civic behavior in sports venues.

For the Council, stadiums are places of meeting, passion and social cohesion, but also spaces where certain tensions can emerge. The incidents observed during certain matches, particularly in football, should not be generalized to all supporters, the CESE clarifies. They remain linked to several factors, such as sporting rivalry, crowd management, the state of infrastructure, frustrations or the vulnerability of certain young audiences.

The issue is far from secondary. According to a citizen consultation cited by the CESE, 65% of participants say they do not attend sporting events due to security problems in stadiums, linked to violence and hooliganism. In another consultation on opportunities related to Morocco’s organization of the 2030 World Cup, supporter management and security measures also feature among the main concerns expressed.

The CESE therefore believes that the response cannot be purely repressive. The law, law enforcement and justice remain necessary, but are not sufficient on their own. The Council advocates for a more comprehensive approach, based on prevention, awareness-raising, supporter management and shared responsibility between organizers, authorities and the public.

The objective is to foster a genuine culture of sporting citizenship. The report calls for promoting values of respect, fair play and living together, so that stadiums become safer, more inclusive spaces better suited to the major international competitions that Morocco is preparing to host.

The CESE also recommends continuing the modernization of sports infrastructure. It insists on flow management, access security, evacuation and rescue systems, as well as the development of spaces and services adapted for women, children and people with disabilities. Better organization of sporting events should also help limit large, poorly controlled crowds and tensions between supporters.

Technology is also called upon to play a central role. The Council recommends the generalization of electronic ticketing, the strengthening of access control and video surveillance systems, as well as the use of digital tools and artificial intelligence to monitor events in real time and assist decision-making on the ground.

For the CESE, the issue goes beyond match security alone. It directly affects Morocco’s image as the 2030 World Cup approaches. Well-organized, accessible and safe stadiums should allow for welcoming large crowds in a passionate atmosphere, without making fear of incidents a barrier to attendance.
