Morocco wants to better serve Moroccans abroad, but its administration is accused of doing the opposite

The assessment comes from the National Union of the Sector for Moroccans Residing Abroad, affiliated with the Moroccan Labor Union (UMT). In a statement, the organization says that several missions and programs intended for Moroccans around the world have lost ground, despite the strategic importance attached to the issue of Moroccans abroad.

The union directly implicates the department’s internal management. In particular, it denounces differences in the assignment of responsibilities and missions, as well as in access to allowances and benefits. Some personnel with relevant expertise have allegedly been marginalized or sidelined, fueling, in its view, a climate of tension and a loss of trust within the administration.

Years of management to be reassessed

The criticism goes back a long way. The statement refers to practices that are said to have become established since the arrival of the sector’s first senior administrative official in September 2014. The union is now calling for a comprehensive institutional assessment of recent years, covering both programs intended for Moroccans abroad and the management of human resources, allowances and benefits granted to civil servants.

It makes an even more serious accusation concerning certain allowances owed to employees. According to the union, these allegedly were used as a means of pressure or “blackmail.” The organization is calling for an end to these practices and demanding transparent criteria for assigning positions and responsibilities.

The dispute comes at a particular moment. The sector is precisely due to take part in an institutional reform intended to review how Morocco organizes its action toward its citizens established abroad. For the union, this transformation cannot succeed without first thoroughly reviewing how the administration operates and restoring its programs.

Before building a new framework for Moroccans abroad, the union is now calling for an assessment of the one that already exists.
