Morocco Unveils Plan to Harness Diaspora Skills for National Development

The place and role of the Moroccan diaspora are of great importance in the new development model (NMD) of the kingdom. The subject that concerns the Special Commission on the Development Model (CSMD) was at the heart of a meeting on Wednesday in Rabat, in coordination with the delegate ministry in charge of Moroccans residing abroad.
This meeting allowed the president of the CSMD, Chakib Benmoussa, to emphasize the cohesion of all Moroccans, both from the diaspora and from within, with the royal institution for the "development and construction of the Morocco of tomorrow." The report shares the observations and findings made in several areas, leading to conclusions aimed particularly at making Morocco in 2035 a country of skills, sustainable development, social justice and shared prosperity. "The strength of the State lies in the strength of its representative and participatory democracy, as well as in the strength of its institutions and the dynamism of its society," Benmoussa said.
For her part, Narjiss Hilal, a member of the Commission, stressed the role of the diaspora as an important actor in development, wealth creation and participation in the country’s economic management. According to the professor of artificial intelligence and women’s capacity building at the University of Geneva, Morocco has implemented a public policy responding to the wishes of the MREs, with programs and offers allowing them to engage in the development process.
The main asset of the kingdom is its very young population, said Abdellatif Miraoui, director of the National Institute of Applied Sciences (Rennes, France) and member of the CSMD, who did not fail to note the weakness of the results of scientific research, the qualification of human resources and the budgets allocated to this higher education sector which has three types of institutions (public, private and public-private). Also, the Commission recommends prioritizing the upgrading of skills, in line with the national orientation of leadership at the African and regional levels.
Finally, the report proposes the advent of a new generation of efficient universities and public institutions, with a global vision of qualification and development of university and scientific structures for the benefit of the student.
