Morocco-Turkey Free Trade Agreement Revised: New Tariffs on 1,200 Products

The law reforming the free trade agreement (FTA) between Morocco and Turkey has come into effect. This is confirmed by the Official Bulletin of May 13, 2021.

Entering into force on May 13, Law 54-20 on the free trade agreement between Morocco and Turkey contains new features. In this law, more than 1,200 products, equivalent to 630 tariff positions, relating to the textile-clothing, leather, metallurgy, electricity, wood and automotive sectors, are now included in a negative list. In addition, with this law, a customs duty, i.e. 90% of the common duty, will be applied for five years and renewable once for another five years.

The new agreement between the two countries envisages the possibility of reinstating customs duties on products from Turkey that could damage Moroccan industry. To recall, this amendment to Law 54-20 was confirmed by an addendum to the 2004 agreement that came into force in 2006 and signed by Morocco and Turkey last August. This addendum was subsequently voted on October 8, 2020 by the Council of Government and significantly improves the 2004 agreement.
