Morocco’s Tax Amnesty Program Yields $12.7 Billion, Far Exceeding Expectations

The tax amnesty on undeclared assets for the year 2024 in Morocco has exceeded all expectations. The Minister Delegate to the Parliament, Mustapha Baitas, announced a collected amount of 127 billion dirhams, shattering the initial forecasts.
This financial windfall should generate nearly 6 billion dirhams in direct revenue for the State thanks to the 5% liberating contribution on these sums. These funds will be injected into the 2025 general budget.
Mustapha Baitas welcomed the positive impact of this amnesty on public finances, particularly in terms of tax revenues, stressing that this success reflects a healthier relationship between the tax administration and taxpayers, promoting better tax compliance.
In parallel with this amnesty, the spontaneous regularization operation (ORS) of assets and cash held abroad has also borne fruit. In 2024, 658 declarations were recorded, totaling more than 2 billion dirhams. Financial assets represent the majority of these assets (45%), followed by real estate (43%) and liquid assets (12%). The liberating contribution from this operation amounts to 231.76 million dirhams.
As for ordinary tax revenues, they reached 35.9 billion dirhams, making it possible to finance the additional expenditures incurred in 2024 and to preserve the budgetary balance despite a difficult economic context.
