Morocco Streamlines Tax Processes for Expats, Sees Surge in Online Declarations

The simplification of administrative procedures for Moroccans residing abroad (MREs) has allowed them to update their tax status, said Nadia Fettah, Minister of Economy and Finance.

Digitization and the development of technological services have allowed Moroccans living abroad to submit 650,812 declarations electronically in 2023, said Nadia Fettah on Tuesday, noting that the implementation of these procedures aims to "help them overcome the difficulties they encounter".

Last year, the rate of transactions from abroad exceeded 91% of total tax revenue, detailed the Minister of Economy and Finance, who added that more than four million certificates have been issued electronically during the period. The official stressed that MREs now benefit from the same privileges as their compatriots residing on national territory, citing as an example the exemption from inheritance of real estate located in Morocco and related real estate rights, between spouses, ascendants and descendants, brothers and sisters, or between guardians and the person under guardianship.

Like Moroccan residents in Morocco, MREs are exempt from income tax imposed on the profit obtained from the sale of a property or part of a property in Morocco. They also benefit from the reduction of local taxes on their main residence. Thanks to the simplified procedures of the General Directorate of Taxes, MREs have been able to file their returns and fulfill their tax obligations electronically. This technology also allows them to consult their tax situation and download their certificates, submit their complaints and follow their processing.

A tax guide for MREs has been developed, Nadia Fettah pointed out. It contains all the information on the taxes and duties in force and a list of the reception and guidance offices for MREs created within the regional and provincial tax departments and the Hassan II Foundation, as well as their telephone and email addresses.
