Morocco Road Code Scooter Rules Speed Helmet Requirements
The Moroccan government wants to regulate the use of scooters and other new modes of transportation on public roads. A draft decree provides notably for mandatory helmet wearing, a ban on headphones and speed limitations.
The Council of Government adopted, on Thursday, July 9, a draft decree amending the implementing texts of the Road Code. The text aims to integrate new rules for modes of transportation that have appeared in recent years on Moroccan roads, notably scooters.

According to the government, these measures must strengthen the safety of users, but also that of other road users and pedestrians in public spaces.
The government spokesperson, Mustapha Baitas, explained that the use of headphones will be prohibited for these riders, as it prevents them from hearing warnings from other road users.
A Maximum Speed Regulated
The decree also provides for setting a maximum speed for these devices, whose characteristics do not allow, according to the government, high speed. Helmet wearing will also become mandatory.

These new provisions are part of the progressive adaptation of the Road Code to new modes of transportation. In June, another draft decree had already introduced the concepts of "motorized personal mobility device" and "pedal-assisted bicycle".
