Beyond these delays, parliamentarians demand increased vigilance on compliance and taxation. Deputy Saloua El Berdai insisted that municipalities rigorously monitor construction sites on the ground, requiring the lifting of technical reservations within thirty days before any validation. On the financial side, Ahmed El Abadi believes that a certificate signed by the municipal president must be essential for land registration. This barrier would prevent contractors from obtaining their property titles without paying their local taxes, thus avoiding any compromise of public funds.

Facing these criticisms, the Secretary of State for Urban Planning defended a text he considers protective for both parties. Adib Benbrahim clarified that the builder cannot be penalized by administrative delays if his file is submitted within legal deadlines. Regarding taxes, the government official was categorical: payment of fees will remain an absolute requirement. Land services will not validate any final procedure without the guarantee of a tax situation perfectly regularized with the local authority.
