Morocco Passes Law to Streamline Government Procedures and Boost Public Trust

The members of the House of Councilors unanimously adopted, Tuesday, February 4, 2020 in Rabat, the draft law 55.19 relating to the simplification of administrative procedures and formalities.
This is a bill that aims to promote a climate of trust between the administration and users and to better frame the action of public services according to transparent and well-defined procedures. According to the Minister Delegate to the Minister of the Interior, Noureddine Boutayeb, this project paves the way for the establishment of mechanisms allowing the simplification and digitization of administrative procedures as well as the rapid processing of files within specific deadlines.
The text will promote a relationship of trust between the administration and users on the basis of a well-defined reference framework, likely to reframe the action of public services according to a transparent approach. It also deals with the obligation for administrations to inventory, classify, document and record all their administrative decisions, while publishing them on a national portal, but also to specify the response times in order to increase efficiency in terms of management.
The simplification of administrative procedures and the obligation of administrations to limit, to a maximum of 60 days or even one year, the time to respond to users’ requests, and to reduce to 30 days this deadline for administrative decisions necessary for the realization of investment projects, are recorded in this new law.
The establishment of the right of appeal for users, and the generalization of the digitization of procedures and formalities within a period of five years from the date of entry into force of the law, is another key point of the draft law 55.19.
In addition, a national commission for the simplification of administrative procedures and formalities will be set up as part of the implementation of this new law.
