Over 130 associations are calling for the creation of a national fund to encourage young people to marry. As September 23 elections approach, they propose direct financial aid and tax benefits to ease the cost of living.

Facing an alarming decline in marriages and falling fertility rates, the family structure is under threat. The Az-Zahraa Forum for Moroccan Women presents a concerning demographic picture: high expenses and difficulties accessing housing are hindering household formation. Yet the family remains the first social safety net, housing 73% of divorced women and supporting 58% of elderly people.

To reverse this trend, this network of associations has sent a detailed memo to political parties ahead of the legislative elections. These actors demand the establishment of an aid fund equipped with direct, non-repayable subsidies for future spouses. The goal of this initiative is to allow young people to start their life together without going into debt, while also offering zero-interest loans repayable over four years.

A tax reform constitutes another pillar of these demands. The associations suggest total income tax exemption for young mothers during the two years following childbirth, "to encourage them to balance motherhood and employment." They also call for the elimination of value-added tax on essential infant products, such as milk, diapers, and medicines.

Access to real estate closes this emergency program. The Forum recommends a quota of social housing for couples married for less than two years, coupled with assistance for the initial down payment. To boost birth rates, a gradual cancellation of government loans is proposed: a 25% reduction in debt at the birth of the first child, 50% for the second, up to total forgiveness upon the arrival of the third.
