Morocco to Mandate Electronic Payments for Land Transactions by 2025

As of April 14, 2025, the National Agency for Land Conservation, Cadastre and Cartography (ANCFCC) will require electronic payment for real estate conservation fees. The objective is to strengthen transparency in transactions and fight against land fraud.

This measure is part of the overall strategy of digitalization and the fight against land fraud and aims to strengthen the transparency and efficiency of transactions, said the Director General of the ANCFCC on March 20, as quoted by Les Inspirations Eco. The electronic payment of real estate conservation fees will have a direct impact on users, in the sense that it will facilitate the processing of files and reduce the delays and errors related to manual procedures.

Similarly, this modernization of the administration aims to optimize public revenues. It could generate 9.5 billion dirhams in revenue for the State in 2025, compared to 8.6 billion in 2023, the specialized media notes, recalling that this reform applies to all requests for registration or registration of real rights in the Register of documents for study (R1).

The measure is accompanied by the elimination of tacit exemptions related to pledges guaranteeing the VAT of investment funds, a sign of close collaboration between the ANCFCC and the Directorate General of Taxes (DGI), which has already allowed the cross-checking of 114 land titles in 2023. In addition to guaranteeing the transparency of transactions, this reform contributes to the financing of the project to register an additional 6 million hectares by 2025.
