Morocco Launches Major Tax Overhaul to Boost Public Funding and Social Inclusion

As of 2022, Morocco will embark on an overhaul of its tax system, which will allow it to mobilize resources to finance public policies and strengthen social inclusion.
According to Les Inspirations Eco, this is a deep reform to support the efficiency of the national tax system in order to make it a sustainable financing channel for public policies with a view to better mobilizing the tax potential.
These tax reforms included in the text of the new law 69-19, relating to the tax reform, aim to mobilize all tax potentials to finance public policies and strengthen social inclusion.
According to official figures, this mobilization is estimated between 2 and 3% of GDP and will have to rely on the broadening of the tax base and the rationalization of incentives, in parallel with the prior evaluation of their socio-economic impact.
Regarding the services provided, "the elected officials insist on the missions of advice and guidance of taxpayers with the periodic evaluation of the socio-economic impacts of the tax measures and through the establishment of an observatory of taxes," notes the newspaper.
Furthermore, during the discussions, the parliamentarians insisted on the actions to be taken to strengthen the mutual trust between the tax administration and the taxpayers. This will have to be done through the framing of the power of appreciation of the tax texts, the determination of the tax bases and the burden of providing the necessary evidence.
