Morocco Grapples with Ride-Hailing Apps as Tourism Sector Evolves

VTC (Vehicle Transport with Driver) applications like InDrive or Yassir are gaining popularity in Morocco, but their legal status remains unclear. Voices are being raised within the parliamentary opposition and civil society to demand clear regulation of this booming sector, particularly in view of the major international sporting events the country is preparing to host.

The proponents of regulation put forward several arguments. They first emphasize the importance of offering tourists a smooth and modern transportation experience, which VTC apps largely contribute to. These platforms allow visitors to order a driver from their place of accommodation or work with great ease, unlike traditional taxis where the customer must go to a pickup point and negotiate the fare, often imposed by the drivers themselves.

In addition to the practical aspect, the regulation of VTC apps is also seen as a way to ensure the safety and protection of passengers. A clear legal framework would make it possible to establish quality standards in terms of vehicles, driver selection and insurance, thus reassuring users.

Finally, the legalization of VTC apps could have a positive impact on the Moroccan economy by creating new jobs and stimulating activity in the transport sector.

As for taxi drivers, they express concerns about the growing competition from VTC apps. They fear that the legalization of these platforms will lead to a drop in their income and a destabilization of their sector of activity.

Faced with these concerns, taxi professionals are calling rather for a reform and better organization of their own sector. They wish in particular an update of the current regulations and a more effective fight against unfair competition.

Aware of the issues related to the regulation of VTC apps, the Moroccan government has indicated that it is impossible to consider such a measure without including all the players in public transport, taxis and buses included, calling for a constructive dialogue between all stakeholders in order to find a fair and beneficial solution for all.

Time is running out and the government seems under pressure. It knows it will have to find a solution before the next sporting events that Morocco will host and this decision will likely be to authorize VTC apps in the country, whether taxi drivers want it or not.
