Morocco Extends Anti-Dumping Duties on US PVC Imports

The Moroccan Ministry of Industry and Trade has decided to extend the anti-dumping duties applied to imports of polyvinyl chloride (PVC) from the United States. This decision, announced on Wednesday, November 27, follows an investigation that revealed that American PVC was being sold at significantly lower prices on the Moroccan market, creating a situation of unfair competition.

The investigation, initiated in December 2023, highlighted a significant price gap between the two markets, confirming the persistence of dumping that is detrimental to Moroccan industrialists. The ministry’s report stresses that this aggressive trade practice has had negative repercussions on the national PVC sector, leading to a decline in productivity and a loss of market share for Moroccan companies.

Faced with this situation, Morocco has decided to maintain anti-dumping duties on American PVC, now set at 24.88%. These measures, initially put in place in 2013, had already been renewed in 2020.

To carry out this investigation, the ministry used all available data. Despite the lack of cooperation from certain American exporters, the investigators managed to quantify the impact of dumping on the Moroccan economy.

The investigation will continue for an additional year, during which experts will analyze the contributions of the various actors in the PVC industry. The stated objective is to guarantee fair competition in the Moroccan market, to protect the national industry and to preserve the economic health of the country.
